That is not the solution. The solution is an international, global treaty on the subject under the AUTHORITY of the UN and the International Court of Justice in The Hague, not a code of ethics devised in the US and imposed to all countries with the menace of sanctions and tariffs. It has to be out-of-direct-reach of the US. Google is nothing as long as the US government cannot impose its will onto the world unilaterally.
